Certification ensures enhanced ability to compete for support services contracts at NROFAIRFAX, Va., Dec 16, 2009 (BUSINESS WIRE) -- ManTech International Corporation (Nasdaq: MANT) announced that
it recently received certification as a "non-conflicted" services
provider from the National Reconnaissance Office (NRO), the nation's
premier agency for the design, acquisition and operation of
reconnaissance satellites. The NRO designs, builds and operates the
nation's reconnaissance
satellites. NRO products, provided to an expanding list of customers
such as the CIA and DoD, can warn of potential trouble spots around the
world, help plan military operations, and monitor the environment.
The NRO, in seeking to ensure the integrity of their acquisition
process, has implemented a unique program to negotiate Organizational
Conflict of Interest (OCI) agreements with companies that are then
certified as "non-conflicted" support service providers. ManTech
recently completed all requirements under this program and is committed
to maintaining eligibility to compete for and perform support services
requiring non-conflicted status. ManTech is one of only a handful of
companies known to have sought and achieved this certification in the
government contracting community.
The NRO program, which mirrors the objectives of the Weapon Systems
Acquisition Reform Act of 2009 that President Obama signed into law
earlier this year, is designed to avoid conflicts that can occur when
the same contractor, or a parent and an affiliate, holds contracts for
support services and development on the same acquisition program. These
OCI programs are consistent with recent protest decisions by the
Government Accountability Office, indicating that conflicts cannot be
mitigated with a firewall between affiliated companies and that
avoidance is the preferred approach.
